Do those have anchors in them yet? They may be free to move around... and thus shove off into the handicapped access spots.
If they're not anchored, the cart return guys may have done it - they like to have an access lane to get carts through, and that seems the most likely reason to pervert the use of the access gap between the spaces. I once parked at a Costco at which the cart return was about 3" over the line into an adjacent space, which was a space next to a landscaping berm. Got bitched out that "that wasn't a space" because Mr. La-ti-da cart guy (and presumably, whoever installed the cart return) wanted to waste two whole parking spaces to leave a lane for returning the carts. Tough shit - if you want it that way, diagonal-line it. Home Depot's right next door - don't rely on a poorly anchored overlap on one end to passive-aggressively nudge people away from parking there.
